Weather Innovation, Smart Energy, and Resilience (WISER) is an NSF Industry-University Cooperative Research Center (IUCRC).

The latest WISER-funded project is tackling the overlooked disparities in power outage impacts between rural and urban communities. While outages affect everyone, low-income, elderly, and racially minoritized communities—especially in rural areas—face longer disruptions and more severe consequences.

By integrating geospatial analysis with social vulnerability data, this project is developing a GIS-based tool to map and analyze outage risks in real-time. This interactive platform will help utilities, emergency managers, and policymakers better allocate resources, enhance disaster preparedness, and improve equity in power restoration efforts.
